The United Counties of Prescott and Russell (UCPR) are gathering data about the state of local Internet access, as it continues to look for opportunities to improve connectivity for businesses.
To acquire accurate Internet speed data, entrepreneurs are invited to test the speed of their connection at three specific times - between 9 a.m. and 4 p.m., between 4 and 7 p.m., and again between 7 and 11 p.m. - on any given day before Friday, February 21, 2020.

“The information collected will be used to better assist interested Internet service providers as they plan their deployments in Prescott and Russell, as well as to better inform the UCPR as it aims to address un-serviced or under-serviced areas,” explained Pierre Leroux, Warden of UCPR Council.
The following information will be asked:
- A valid e-mail address for follow-up purposes—under no circumstances your e-mail address will be used for marketing or solicitation purposes;
- Your business postal code and address to pinpoint your location; and
- The download and upload speeds as promised by your Internet service provider, as well as the name of the service provider.
“In 2018, 562 local entrepreneurs were surveyed and it was found that 48% of the region's businesses were experiencing problems related to the speed, connection or cost of Internet services,” added Carole Lavigne, Economic Development and Tourism Director with the UCPR.
This speed test is part of a series of concrete actions to improve broadband Internet coverage undertaken in collaboration with the business community, Eastern Ontario Regional Network, service providers and the provincial and federal governments.
