Planning Advisory Committee

The United Counties of Prescott and Russell (UCPR) are looking for motivated and dedicated members of the community interested in sitting on the Planning Advisory Committee. Members of this committee can help make a difference in their community, as well as the entire Prescott and Russell region.

Purpose of the Planning Advisory Committee

This Committee provides advice and recommendations to the UCPR Council on key policy matters directly related to land use planning, which can help with the Council’s deliberations and decisions.

Members of the Planning Advisory Committee will provide input on issues that impact the long-term community vision for the UCPR.

The Committee will do as follows:

  • Consider and provide input on a proposed new UCPR Official Plan or on proposed UCPR Official Plan Reviews required by the Planning Act;
  • Review, from time to time, the policies of the UCPR Official Plan and related guidelines, and recommend general amendments to the Council, which would be in the best interests of the UCPR;
  • Advise Council on general planning and development issues of the UCPR or of local municipal significance;
  • Review and report on (a) specific aspect(s) of an application made under the Planning Act as directed by the UCPR Council, on a case-by-case basis, under specific instructions.


  1. You must be a resident of the UCPR.
    • Preference will be given to two residents from the following eastern municipalities:
      • Township of Alfred and Plantagenet;
      • Township of Champlain;
      • Town of Hawkesbury;
      • Township of Hawkesbury East.
    • Preference will equally be given to two residents from the following western municipalities:
      • Municipality of Casselman;
      • City of Clarence-Rockland;
      • The Nation Municipality;
      • Russell Township.
  2. You cannot hold a political or an elected position with a lower-tier municipality of the UCPR.
  3. You cannot be an employee of the UCPR or of a lower-tier municipality of the UCPR.

Residents with experience and general knowledge of political environments and land use planning matters, including planning legislation, concepts, or processes, will be prioritized.

Resident Members shall represent the interests of the broader community and shall not be directly affiliated with the development industry or other specific interest group related to the planning and development industry.

This is a volunteer position; no remuneration will be provided. Residents Members are appointed for a term of four years.

Only applications submitted following the above process will be considered. All eligible applications from residents will be publicly presented to the Council for consideration and approval. Four Resident Members shall be nominated by the UCPR Council.
