The United Counties of Prescott and Russell are required by the province of Ontario to establish a code of conduct for its Members of Council and appoint an Integrity Commissioner who reports to Council and who is responsible for the application of the Council Code of Conduct of the Corporation of the United Counties of Prescott and Russell (By-law 2018-29).

What are his Functions?
Pursuant to section 223.3 of the Municipal Act, the Integrity Commissioner is responsible for performing in an independent manner the functions assigned by the municipality with respect to any or all of the following:
- The application of the Code of Conduct for Members of Council and the Code of Conduct for Members of local Boards.
- The application of any procedures, rules and policies of the municipality and local Boards governing the ethical behaviour of Members of Council and of local Boards.
- The application of sections 5, 5.1 and 5.2 of the Municipal Conflict of Interest Act to Members of Council and of local Boards.
- Requests from Members of Council and of local Boards for advice respecting their obligations under the Code of Conduct applicable to the Member.
- Requests from Members of Council and of local Boards for advice respecting their obligations under a procedure, rule or policy of the municipality or of the local Board, as the case may be, governing the ethical behaviour of Members.
- Requests from Members of Council and of local Boards for advice respecting their obligations under the Municipal Conflict of Interest Act.
- The provision of educational information to Members of Council, Members of local Boards, the municipality and the public about the municipality's Codes of Conduct for Members of Council and Members of local Boards and about the Municipal Conflict of Interest Act.
Who can Make a Complaint?
Any person who has reasonable and probable grounds to believe that a Member of Council of the United Counties of Prescott and Russell has contravened the Council Code of Conduct can make a complaint to the Integrity Commissioner.
How to Make a Complaint?
- A complaint must be submitted on the established Formal Complaint Form. The Form may be printed from the website or obtained from the Administration Office.
- A complaint must be submitted in a sealed envelope marked “private and confidential” and must contain the following information:
- Complainant's name, mailing address, telephone number, and e-mail address;
- Original copy of the Formal Complaint Form;
- Original copy of the Additional Information Form (if applicable);
- Any relevant documentation; and
- Cheque for $300 made payable to “The Corporation of the United Counties of Prescott and Russell”.
- A complaint must be submitted by one of the following two options (a or b):

Important
In order to preserve confidentiality, please ask the Receptionist to
speak with the Clerk or Chief Administrative Officer, without mentioning
the nature of the complaint. The complaint filed with the Clerk or
Chief Administrative Officer will be forwarded to the Integrity
Commissioner without delay and without added comments.
